Certiport sponsors the work of the Global Digital Literacy Council (GDLC), which represents a global delegation of key stakeholders, including corporate executives, government officials, academicians and industry luminaries—all focused on the identification of issues, definition of best practices, and research and development of programs related to Global Digital Literacy.

A new Council is forming to define the Global Standard 4 for Certiport Internet and Computing Core Certification (IC³®), the fourth iteration of the world's premier digital literacy standard. Plans to launch the new update are scheduled for August 2012. Meetings with the Council will take place in regions around the world to ratify the new standard. The development of the Global Standard 4 is comprised of data collected from dozens of subject matter experts from over 30 countries, mapped to existing digital literacy standards around the world, such as the ISTE NETs standard. By going through this rigorous process it ensures that Global Standard 4 will not only remain current and relevant, but also a true global digital literacy standard.

The digital literacy council will continue to meet regularly as a function of the rolling development cycle to discuss technical and social changes affecting digital literacy standards in education and the workforce.
