Certiport Names Peruvian Senior Advisor Inspiration Award Winner
Champions of Digital Literacy Hall of Fame receives six inductees, including top honors for José Carlos Carvajal, creator of innovative MuniNet program featuring mobile computer classrooms

Certiport today announced José Carlos Carvajal, senior advisor for the Municipality of Lima, will be the recipient of the highest honor of the Champions of Digital Literacy program: the Inspiration Award. The accolade recognizes the outstanding contributions of Carvajal in developing and marshalling support to bridge the Digital Divide for thousands of Peruvians.
“Mr. Carvajal’s efforts in mobilizing private and educational support for the MuniNet program show true innovation,” said David Saedi, president and CEO of Certiport. “At a time when essential skills to compete in the 21st Century are unavailable to many around the world, Mr. Carvajal has fostered programs to make digital technologies and learning available to even the most disadvantaged of Lima’s communities.”
Since its launch in 2005, approximately 500,000 youth as well as thousands of adults of all ages have taken advantage of the MuniNet program. Through a partnership formed with business and education leaders, the Municipality of Lima organized a fleet of 25 buses that enter communities equipped with state-of-the-art computer equipment and high-speed access to the Internet. Instructors from local technical community colleges use these buses to reach community members and teach the computing and Internet skills necessary to spur positive economic change.
In January, MuniNet adopted Certiport Internet and Computing Core Certification (IC³®) as a curricular foundation for their classes. Approximately 60,000 program participants that completed the training will return to earn their IC³ certification through the summer months.
The Champions of Digital Literacy Hall of Fame was established in 2005 to honor the exemplary efforts of individuals across the globe who transform the landscape of education and employment through championing the adoption of digital literacy standards. Each year, nominations are received from around the world and award recipients are selected based on the measurable scope and social impact of their efforts. The Champions of Digital Literacy Inspiration Award is given in recognition of the visionary leadership required to transform communities and nations through large-scale digital literacy initiatives.
Others to be inducted into the Champions of Digital Literacy Hall of Fame include:
- Brian Leonard, dean of computer science at Southwestern Michigan College in the United States
- Dieter Antonio Estrada Sandoval, founder and general manager of Centro de Computacion in Guatemala
- Edzard Hasbargen, training manager of MD Schulung & Beratung GmbH in Germany
- Hon. Jesli Lapus, secretary for the Department of Education in the Philippines
- Dr. Wail Omar, CEO of BNR Education, a provider of digital literacy solutions in Iraq
